Why do tanks and supports define a meta?

Because tanks dictate the playstyle of the game and to get value from having them you need to play what synergizes with them.

Actually right now Snipers dictate the playstyle of the game.
Every single one of the last few metas either contained Widow/Hanzo or was build around making them useless.
