D.va got missiles because she was poorly underperforming and most people just wanted a simple damage increase on her primary weapon. Low and behold we got missiles as an ability so it was an artificial damage increase… provided you have access to your missiles.
Hog originally got extra movement on TAB because he was underperforming in 5v5 and it gave him the mobility he needed to stay alive in certain engagements and on certain maps. With the sub-role and perk benefits now in the game, it makes far less sense for him to have extra movement passively.

D.va’s Defense Matrix moved to Right-click, and she had a free button.
She was overperforming. Again, damage has never been an issue with most Tanks and D.va is still running the same damage per second numbers 10 years ago.
Roadhog was moving with TAB well before Role Queue 6v6 was introduced into Overwatch 1. Orisa brought in Fortify, and that ability got spread around a number of Tanks (or addressed in other forms, like Ironclad) over the year. The ability had several functions including damage reduction and reducing the effect of crowd control and headshot criticals. While headshot criticals and being able to avoid them was a feature on many Tanks due to the nature of their hitbox designs (along with other defensive tools like, Barriers, Defense Matrix), Fortify adding this was iterated upon in later Tank designs and tools for Tanks to reduce the amount of damage taken.
D.vas overall damage and killing potential has always been a hit or miss problem that most D.va players struggled with before missiles were added. Not to mention the very obvious fact that you cannot shoot and matrix at the same time. Regardless of where the buttons were moved, her damage was more of a concern to D.va players because she was consistently undervalued at higher levels of play.
Because she was one of our only skin sellers before the game tried releasing attractive characters.

Why hasn’t Cassidy been unpower-crept?
Probably the removal of flash. I prefer the stun to Morbillion HP. McTank is boring. I want a punchy six shooter.
He has one of the lowest DPS winrates across the board

I play McCree pretty regularly, but the problem there is that his winrate is suffering across every single rank

It is because McCrutch is what you use when the situation is desperate. I have not played him in years, but now that I am playing with a beginner in torture lobbies… I brought him back. My winrate is likely bad. But I am telling you, the few I won? I could not do it without him. Seriously. It is an eye opener.

Blizzard said he was popular, but still negative back in OW1. They had trouble getting him out of negative win rates.

Orisa was crap in 2017. Early 2017 was triple tank, being rein, hog, Dva mainly. No orisa. Then it turned to dive for the rest of the year, again no orisa. Akj being wrong again, nothing new.
Dva was meta all of 2017. She did not suck at all. Hog was also meta for part of 2017 and did not suck. He wasn’t played once dive took over tho.
Meta after or before the changes? Because Hog most definitely was not meta having to stand still to heal, especially with Ana in the game lol
So
1: Hog was and still is pretty bad, forcing him to stand still and just eat damage vulnerable to every stun and ult in the game was just junk.
2: The missles came at a major power shift nerfing half her DM time, while a patch prior nerfed her primary fire damaeg.
3: Orisa didn’t see much play in general till like bapt then sigma released.
