The “rock, paper, scissors” system works in terms of counters. Who has advantage over who, and who suffers the most against the other. Example:
Orisa is countered by Junkrats nades because of his high burst damage breaking her shield, Junkrat can be countered by Pharah because he cant touch her and she has range advantage, then Pharah is countered by Widow because shes well, a sniper, in turn countered by dive tanks like D.va or Winston, in turn D.va is countered by Mei who can make her DM invalid and immobilize her.
So on and so on.
