The rules are quite clear, and what i have seen described thus far in this thread has almost exclusively been poor play
Gameplay sabotage or throwing require that intent to lose the game be established
A dps moira who wracks up the same damage as a dps is for example clearly attempting to win, regardless of whether she does a single point of healing or not
Again…i prefer my teammates who are supports to heal, same as the rest of you…and as a support main myself my personal top priority is always healing…
the difference being that i understand that if my preferences are not followed, i dont have the basis to report said player

They don’t. These don’t apply anywhere. This is some wood tier thinking. If I play a shield tank but never, ever use a shield then I’m throwing regardless if I still plan to win or not. If I play Mercy and I only ever dps with her pistol on purpose then I’m throwing regardless of my “intent”. If I play dps but only try to deal damage by punching people then I’m throwing. The list goes on. If you don’t play a role as intended then you’re throwing, no technicality can save that.
In order to legitimately (ie not falsely) report someone for gameplay sabotage, it is necessary to establish that the reported player intended to lose
If intent to lose isnt established, the definition of gameplay sabotage has not been met, and reporting a player in that case becomes a false report and the reporting player is a rulebreaker, who is then eligible to be actioned
Enlighten me. How, exactly, is one supposed to establish that someone is throwing if not by their actions? Do you politely ask them if they’re throwing? “Nah bro, literally never healing as a support and only dpsing is a 900iq pro strat I’ve seen in owl trust me.”
The thing I like about forced 2-2-2 role queue is that it’s not even out yet (and maybe never will be) but it’s already problematic on the forums haha.

So, then, to clarify, do you not actually support the notion that rulebreakers should be removed from the game? or is your support for this simply selective per your respective bias regarding the 2-2-2 role queue/lock question?
I have not put any words in your mouth. Please describe where I did, if you feel that is the case. You stated that you feel rulebreakers should be removed from the game–I said I’m glad we can agree, then, that rulebreakers such as the example I listed should be removed.

I report those players. I get they’re trying to a certain extent. But the extent is half of what the character is capable of. Not only that but they’re ignoring the entire side of her that puts her in the support role. If you pick support, and refuse to support that’s blatant throwing. I will report you. Win, loss, draw, my team, or theirs. I’ll report you. And when they ask why I’ll say “refusal to heal” and I send it. Haven’t got in trouble once.
And when you select healer, you’re going to be in a much lower placement range where the actions of your behavior are better suited (i.e. Bronze).
Jeff has mentioned ages ago the way he’d want to do it is have a separate SR for DPS, Healer, and Tank that you’d queue up for (meaning if you’re a Diamond level Support but a Gold level DPS, you wouldn’t be able to play DPS in Diamond).
So if you want to go in and DPS on Moira instead of heal, your SR for healer will put you right where you need to be for doing that. Enjoy.
Yes they could, they would queue in for two roles. A preferred role and a secondary role. If you get in a game where you aren’t guaranteed your preferred role then you would have to flex.
