Mercy ofc. Clip her wings, remove her GA, pistol and DMG boost, maker her heal for 15 hps, Make her valk last 5 seconds and she can only freely fly in it.
Don’t touch res tho, its perfectly balanced.

Heroes should be buffed, and only nerfed in extreme cases.

Hanzo is the only character that needs serious sledgehammering right now. Every other character deemed “OP” by the community either needs minor tweaking or an overhaul of their mechanics since Blizzard refuse to acknowledge the core problem of their kit. Looking at you, rez.

From the looks of it, I can’t really tell which hero needs nerfs at all.
Reinhardt obviously. The new animation looks bad.
Sym needs a nerf that’s what I say
Pharah on Console or a Mercy Nerf that only hurt Pharmercy
Im good at every Range Sniper wannabe Hanzo
Maybe a very small nerf to Tracers damage
