Im pretty sure its Roadhog. Theres an interaction between him and Mercy that goes:
Mercy: Are you sure that gas you inhale is safe?
Roadhog: It taste good.
Roadhog is actually a pretty good Tactician, Sojourn has a voiceline with him about it

Well it does he’s him a lot and make him 50% resistant to literal bullets, so maybe it’s also healthy?
Mercy doesn’t know everything, like how she asks Zenyatta how his healing works.
No so the gas roadhog inhales is definitely not good for you but for roadhog it can lessen the effects of the radiation poisoning he has

Is it actually lead paint? Like does it say that on the can? Maybe Roadhog just likes to recycle old paint cans?
Or does he actually say it’s lead, in which case…IDK, he’s killing himself but also stopping the radiation, so he’s at least one level of intelligence higher than your average smoker.

Nah, he’s just eccentric and uh- a bit crazy. Not stupid. Perhaps he’s socially stupid, but not mechanically. He made his own peg leg and robotic arm- and his weapons from scraps.
Personally, I’d say it’s … probably? Illari? I mean, the most we know about her is that she just blew up her entire hometown. I’m not saying she’s dumb, she went to school and whatnot. But, she’s the least intelligent at least by those standards.

I would’ve said Junker Queen but in her short she was tactically and even emotionally intelligent to rally the old King’s people against him.
Maybe we need like, a specific. What kind of intelligence we talking? Emotional? Intellectual? Etc.
Doesn’t Roadhog just paint his nails? They’re very black specifically on the nails, and nowhere else on his fingers. Either that’s some oddly precise dirt or Roadhog is feeling fabulous.
