If you become a ruler of a large place you tend to delegate a lot of stuff, so you can work on other aspects.
Moira is smart enough to complement him on it, but she’s less accepting to try it herself.
Could be an ego thing or seen as out of character since Moira did experiment on herself and others.

Roadhog was also part of a guerilla revolution—though I think the extent of his involvement in any organization there is still not explicitly stated. There’s a short story for him that probably clarifies his smarts, but I haven’t read it.

What makes you think Ana and Widow lack combat training? Becoming a sniper requires a lot of specialized training. If these 2 are stupid, then soldier and reaper are in the exact same boat
While JQ is initially portrayed as a streetwise survivalist with a good head on her shoulders, her in game voice lines make her sound borderline mentally handicapped…like she is only in her position because of her grit and nothing else. It really kinda derailed her character…like which is it blizz??? Kind of the same with Kiriko’s age blunder…
Anyway, assuming JQ is supposed to be how her original cinematics portrayed and NOT a windowlicking brute…I think Bastion doesn’t have a lot going on in that CPU. I think he has the thought processes of a developing child, and it is only the destructive programming that makes him seem like anything beyond that.

Probably Genji. He grew up spoiled and was kind of a playboy before stuff happened to him. He went on his self-healing and reflection journey after he got roboticized, but I don’t think that stuff would necessarily make him intelligent, just more tranquil and skillful.
