Part of the reason Junkrat is a major offender is because he doesn’t really have any hard-counters. Junkrat is fairly underpowered, but he also has the tools to deal with just about any comp as well. So there’s not often a situation that calls for switching off of him.
The same applies to Hanzo, but admittedly, it’s also because Hanzo a little overtuned as well.
