No. If all was balanced, there is no “meta”. Its factual logic.
For example, in a game that all were the same and had acces to the same weapons, then its perfectly balanced. No meta.
If all the heros were balanced heros, then there would be no meta, because any number of combinations could work. At that point, it comes down to actual skill that wins.
Meta means that its just that one combination that works the best, and usually that’s because some or all of those heros are overpowered.
I have yet to hear that there are two or more metas. Meta is pertaining to one combination to be the strongest. (ex: Goats as meta)
