She is an evasive healer like Mercy for 90% of the playerbase. In that role she has a strong healing output that is near the level of a Mercy or Ana. So in this case she is a main healer.
For the 10% that can play her as a crazy flanker in masters and above, she will likely be a off healer.

Because I’m not in the vicinity of a tank like mercy usually is, I can just chill from a distance and heal while the enemy fails to notice me.
the one that also goes for kills all the time when not busy healing. thats how i play her.

Her primary healing is stronger than Mercy’s, because literally everyone but Lucio (and he gets to heal the entire team so it doesn’t matter) or Zen (and he can DPS more than some DPS). On top of that she’s more survivable, can cleanse anti, and can negate ults. And oh ya she can two shot people. She can miss her healing so in practice it’s not always stronger than mercy’s but it’s not too hard to hit all your heals against some tanks like Rein etc.
Her ult also builds up the rest of your teams ults and can win teamfights alone.
Not sure why people compare her healing to Zen. Her heals are really powerful.
I’ve been averaging 7-11k in a single quick play game.
I focus on healing my teammates first and throw kunai when I have a free moment.
Most Kiriko players I’ve seen focus on DPSing too much and end up being a liability to their teams.
