It’s still random, sometimes it’s just bad luck. When you get a few of them in a session it may seem like it’s all you’re getting. I tend to dodge these nowadays and some days it feels like that’s all I’m doing and then I go long stretches of not getting them at all, or lucky strings of attack rounds. Just the other day I kept getting mostly payload modes and really wasn’t happy about it, but only one them was defense.
