And in such cases it’s almost always a roflstomp for the losing team.
Which basically translates to insulting and demeaning.
It’s just best not to say anything.
If it’s a close game, then you will see BOTH teams saying damn gg, or close game of the like, it’s more civil in context and not an insult to people’s intelligence.
Abusive Chat is simple to define, but difficult for people to understand.
No Discriminating, Insulting or derogatory remarks of any kind both to your team mates or the enemy team.
But! You can teabag all you want.

I read it, it’s directed towards everyone who types it, not you.
There used to be a category called “Poor Teamwork” that was a better fit for this kind of not-technically “abusive” but still-obnoxious negativity. But that got removed because people abused the report category to encompass things like, “my teammate was bad at the game”.
My preference would be to have a separate report category for whiny / unsportsmanlike negativity, so that genuinely abusive chat (slurs, threats, etc.) would receive a stronger emphasis. But since we apparently can’t have nice things, I’ll use the category we’ve been given to address just about any chat problems.
I won’t report people over a single EZ or anything, but if it’s a constant stream of antagonism I will chip in my $0.02 towards their silence.

this is my issue in the first place.
it is definitely negative and meant to taunt people but it is NOT **ABUSIVE**, that is not what the word ‘‘abuse’’ exists to describe, and it’s honestly laughable that people think saying ‘‘gg ez’’ is genuinely abusive. no wonder we have ppl on the internet making fun of actual abuse, when they think it means making a silly comment to someone online
and i agree with your opinion on having an actual category for this kind of behaviour, it would make filtering the reports for blizzard so much easier as well.

Not gonna lie, this had me laughing out loud at work. 
In my almost 1.5 years of playing and loving this game, I think I’ve reported maybe 5-10 people. No lie.
Things like “ggez”, or having a little argument over our team comp and what we’re doing wrong, these aren’t things which qualify a report in my eyes.
Of course every one is different and if someone wants to report that childish player who after a long game, writes something like “ggez” knowing it will probably hurt some feelings, go ahead and report them, I don’t care. Maybe they deserve a little punishment so they learn to keep their dumb comments to themselves.
I just use the report system for serious offences, racism, bullying, sexism, things like that. If I was to report people for every small infraction, like some kid thinking he’s cool by writing “ggez”, I’d be reporting people every single day and that’s not how I want to play a game.
Will you report me if I point out your lack of mental ?
And lets say my team stomped yours and I say GG, will you report me for abusive chat ? Because saying GG is

And therein lies the problem with the “it’s offensive” argument.
People need to realize that there is no “right to not be offended”.
I have the right to offend people and they have the right to offend me. Everyone is offended by something

That is toxic behavior. OW match balancing has been broken from day one. Most of the time you will end up steam rolled or steam rolling.
Rubbing insult into injury is toxic behavior.
It is like making someone homeless then going back later and mocking the person for being homeless.
It doesn’t matter. Just get the enough reports and they’ll get silenced/banned because blizz report system is a J O K E
Nothing constitutes as abusive or un-abusive chat in the game. There is only mass reporting, naught else.
The joke is in “abusive chat” we have “abusive” and what people do ?
They abuse the report system.
Anything. Even nothing. Reports aren’t verified by anyone.
