Respectfully disagree. I can get so much more value with Moira with minimal effort than I can with any other hero, meanwhile soldier requires aim which is actually difficult for the majority of players. Especially with his recoil and reload requirements. He’s a good candidate for easiest dps though. Not sure he’d win, but all the requirements are there.

I consider true “zero skill” to be the case where you completely take your hands off the controls and still be projecting force against the enemy.
For that definition, I would have to say the old (release?) version of Lucio, who had a huge healing aura. You could literally park yourself in the middle of a contested area, maybe a bit behind some safety, go AFK, and end up healing up your team so well that you’d be pressuring the other supports (who are applying real effort) into trying to keep up with you. This doesn’t harm the enemy directly, per se, but it does empower your team to project force against the enemy team. So Lucio could be played with zero skill over short periods. Very hard (if not impossible) to pull off effectively today, but very much could be done in the past and even worked great on some control point maps.
While Mei ice block and Venture digging underground to contest the point may also be “zero skill” by some players, these respective skills when activated neither last long in these states and don’t enable your team to project any more force against the enemy to push them back. So while cheesy, I don’t consider these as “zero skill” even if they feel quite annoying and “convenient” at times to delay capturing.

To master, no doubt. But I didn’t say master, I said skill floor. It’s easier to get basic value from one over the other. It’s not the immobile squishy sniper

Moira easily comes to mind. No aim required, no healing aim required, the most aim you gotta do is literally toss the orb in a general direction and you get instant value. Even her ult is braindead easy to use. The only skill you actually need on moira is positioning and even that is not so important since she has a free get out of jail card. I want to clarify that I don’t hate moira, I’m simply answering the question on the lowest skill hero in overwatch.
Moira is harder than Mercy.
Learning rollouts on her is much harder than any part of Mercy.
For Support Moira, Mercy, and Illari(requires aim skill but outside of that is incredibly easy to play)
Tank would be Mauga and Roadhog
DPS is Torb and Symmetra
well… i dont think moira is a skill-less hero but yea when im playing kiriko and hard as i try to carry a game if my dps isnt performing or my other healer (ana in my last game) is dying 10 times… ill say F-it and go moira. a lot of the times i turn it around with her. its that easy lol
moira is boring as hell but yea i hate when im forced to play her and carry
How much skill a hero takes to play, is not the same as talking about how strong a hero is overall.

Junk, torb, Moira and sombra.
35HPS where you don’t have to do anything and being able to shoot/heal yourself IS massive value.
This only applies if you’re terrible at Illari and Zen’s orb is his only way of healing.
Cause she’s a support hero and her damage is still VERY good.

There’s a big difference between difficulty and ineffectiveness. A knife is easier to use than a gun. No aim requirement, no ammo management, no reload knowledge needed, etc. Yet it loses in a gunfight because regardless of its ease of use, it’s ineffective in this battle, so you’re going to struggle. Bringing Moira into GM is like bringing a knife to a gunfight.

just ask yourself what hero would you recommend to a friend who can’t play the game.
If your friend is a aim god but cannot do anything besides clicking heads give him widow.
if he won’t survive anything give him moira.
if he feels like the game holds his skill back give him tracer.
if he likes spamming and plays in bronze give him junkrat, nothing more fun that getting rewarded for bad enemies than junkrat.
if he is bad and wants to improve and play multiple heroes I would suggest something thats easy punished to teach him like zen.

Nothing takes zero skill but Mercy is definitely on the low end of the skill requirements for sure. Reaper for DPS and Reinhardt for Tanks.
