Yes Korea is banning Ana more than the other regions.

If we hypothetically remove Korea from the equation, you would have a global PC chart where Ana is very close to Mercy.

But in reality the global PC chart shows Ana has a big lead over Mercy in Masters+, which means that the big lead of Ana over Mercy in Korea has indeed carried the global PC chart.
