Weaker and no Utility Heroes Should Have Stronger Perks

I think the intent behind Perks is not add more power to an existing kit and separate itself from the general balance of each hero, without overwhelming the design. Think of it more as a quality of life-element to certain abilities.

At least, that seemed to be the intention, but we still end up with Junker Queen’s Rampage perk that cuts the cooldowns of her entire kit by 6 seconds.

With most Perks, it is hard to say whether they’re creating enough power to lean on greater win rates for some heroes. I doubt Reinhardt’s Perks are game-winning enough. Whereas Junker Queen’s tend to defy those expectations.

Likewise, are D.va’s Perks strong enough to tilt her towards a positive win rate? Some heroes sit in similar positions.
