He actually writes that particular letter in japanese if you zoom in, pointing towards it being for Hanzo, meaning he simply sent letters to his acquaintances, family and friends for xmas, not just particularly mercy. She’s not that special lol. He already spends xmas with his the person he’s most friendly with, as is the theme for the whole comic of having each character spend time with their family and friends.
Unless he’s being weird and writing a letter in his native language when mercy can read english and unlikely to read japanese that well.

You’re right, the letter he writes is in Japanese.
Still, we can be pretty sure that Mercy also received a letter from him, given their relationship with each other and the fact that she’s holding a feather, similar to the one Genji wrote his letter with. I also guess , the japanese one went to Hanzo. (I guess he knows where Hanzo is hiding since he seems to know about his life in the Dragons short)
