If Vishkar ever does that, it means it will be the largest company in the world, and will most likely become the “world government” itself.
Symmetra thinks it would be great, but look:
If it happened, she would be allowed to do anything in the world (Because it would become a worldwide company/government)
If someone is allowed to commit crimes, it makes them a tyrant. Even if they don’t commit crimes but are still allowed to, it STILL makes them a tyrant. And if they build everything, they automatically own everything in the world. Therefore, committing crimes will be allowed for them.

Lúcio hates Vishkar because they blew up a favela, If I am not wrong, and he comes from there. Which explains why he hates it so much. But we don’t have much lore concerning that yet. So much more could be told about it. Overwatch’s Lore is so deep.
EDIT: I just read Vishkar’s Wiki, and I just saw that they also STOLE the Sonic Technology they have FROM Lúcio. (Vishkar Corporation Gamepedia)

Let me answer that, no where. All the lore says is that they use them for cheap labour and cheap labour does not fit the descriptions you have laid out
Vishkar operates in a way that is good for human survival and co-existence with the planet. But the problem is their ways (rules) weren’t good for the individual.
The problem is, Vishkar does shady stuff to get their way. While the initial targets being removed is beneficial to the world as a whole - collateral damage still occurs since Vishkar has to cover their tracks (ie: make it look like a terrorist attack). So they do evil things if the more “gentle” approach doesn’t work, but their goal is allegedly world unification.
I say allegedly, because who knows if they really want unification or total domination.
Also:
Since Vishkar plays a “big” part of Lúcio’s lore, I hope that his cinematic will talk about it more in detail, because at the moment, it’s kind of going like this:
Lúcio is like “They are bad guys, they try to hide their misdeeds by trying to do something good”
And Symmetra is going the exact contrary “They’re the best, they saved my life along with many others.”
We can’t form an accurate opinion based on just two people who happened to have different first impressions. And I insist on that sentence.
I don’t know the legalities of punishment of global coorperations but it should be the harshest punishment we can give them

Some more lore on the Viskar Corporation would be interesting. Not much is known other than the fact they’re kinda tyrants and Satya doesn’t know, is secretly working with Talon, but at the same time does provide something useful to the world in the form of hard light construction.
