Calling Reaper a brainless character shows that you don’t know how to play him. He may not be difficult to play with his kit being so simplistic, but that also makes him incredibly predictable and easy to force out.
You have to micro-manage every movement you make and predict exactly how the enemy is going to play just so you don’t get forced out before you can engage. It’s an insult to the players who have dedicated so much time to learning the hero and being able to survive in the upper ranks by calling him a “brainless” character.

If the splash damage is so minimal, then it shouldn’t be an issue trading it for increased fire rate.
Reaper is all brain. It is not as if one of the worst kits in the game is going to be carried by mechanics.

Moira isn’t nearly as bad as Venture was.
Venture could just dive backline and immediately burst kill whoever they wanted basically, Moira at least takes time.
This is Overwatch, not Splatoon. Games play differently. This weapon would be insane in Overwatch’s landscape.

moira doesnt instantly kill you or burst you down like those guys but yea i get the picture. she can tickle you to death in low elos since a lot of players cant shoot straight 
me included
it already exists in Overwatch’s landscape, it just has the aesthetics of a shotgun instead. Reaper 2 tapping close up or 4 tapping with some range, with pretty much identical fire rate cadence. Same outcome, same range, same ease of use.
What, did they give Venture footstep sounds or something?
She has those big old boots and somehow moves in silence like the g in lasagna.

Maybe the entire Metal ranks need to improve before she gets buffed again.

She lost her -5 dps from 65 down to 60 now.

Moira’s skill comes in resource management, cool down management, and positioning.
She’s not mechanically demanding no, but there are layers to learn about her to be efficient with her.
Echo will get buffs for no reason. She is one of the best hero in top10.
most characters have this, if not all, as a baseline requirement
knowing positioning as moira matters even less than most characters, low cd escape
only aspect of her that is unique is managing her heal, and that just requires you to hit m2 instead of only holding m1
