GM Drashabel told me to post this here because s/he didn’t know what to do or how to fix it. I live on US East, and starting last night, I am being routed constantly to the Brazil server. 134 ms ping instead of 40, and occasional disconnects.

Someone else suggested that I press the “Reset network settings” button in Settings and…it’s fixed now. East Coast.
I’m on OW PS4 in Pennsylvania and my latency is 130 higher than normal and it sounds like everyone is speaking a European language, every time a shoot something it doesn’t hit for nearly a second after
