fps is a rate of frames and if 60fps was reduced to 30fps it would be slower

example if it’s 10 seconds and is reduced by 15% (-15%)

The term ‘rate’ is being used to refer to frequency over time. Per second, the amount of attacks he causes is lower than it previously was. So over the same length of time, his amount of attacks is reduced.
Basically, he’s slower. It’s not a reduced cooldown between shots, it’s a reduced frequency of shots.
