This may have been true back in Seasons 4 through 8, but there are now so many stuns in the game that no, Tracer cannot “do whatever she wants” any more.
No, they destoyed the game by making Brigitte a DPS/Tank/Support hybrid. The fact that she hard countered Tracer was just the icing on the cake.
Again, this may have been true back in Seasons 4 through 8, but not any more. There have been many buffs to other heroes such as McCree, Sombra, Mei, etc that allow all of them to contend with enemy Tracers.
