Instead of not limiting your fps, limit it at 300 : ) youll still experience low frames at times but it should give you an over all better performance.

bad internet, low frames. no limit gave me, a person with bad internet, lower frames than capping it at 300.
The quality of your internet connection has nothing at all to do with your frame cap.

slow internet can cause lower frames though
Incorrect, slow internet can cause packet loss which leads to jittery animations. Your frame rate is the same, but the animations will stutter due to the fact that the game is losing packets which trigger animation keyframes.
Internet means latency can make your game do weird things like rubberbanding, running in place, etc. Low FPS is only a system issue. Either your hardware (graphics card, memory, CPU, power supply) or software (audio/video drivers, etc.) are the issue there. Any combination of those system issues can cause low FPS. Not your internet connection.
