Those 2 abilities are completely different and are used in completely different ways.
Lucios boop does not give him a guranteed free kill follow up.

Of all the CC types to have in the game knockback is the most gradual type that can exist.
If you get booped you have full control over your character to make use of an ability, shoot the target that shot you, but also have some small influence over how much you drift in the air given you can press against your momentum in the air.
Lucio’s is a 4sec cooldown, but its very short range and while it can affect multiple people its still relatively difficult to make much of an impact with it. I’d consider Brigitte’s whipshot more powerful because it can knockback people from 20m out, proc inspire, and do 70dmg on the same cooldown.
Compare this to an ana sleep dart which is very feast or famine. You either get stunned or missed. Have all your options ceased or not at all. There is very little room for shades of gray or reactions to being slept. This is one of the worst type of CCs to exist where it cuts down on so many options of the character rather than simply restricting a few.

The boop isnt the prob with Lucio… Its the DPS that think he is a DPS and try and go off and 1v5 the entire team. You are a support… Peel get a kill then come back… dont go into their spawn and try and 1v5… Those are the reason why Lucio needs a rework… Those players… and you know who you are
