they have a system called “overwatch agent” where they have streamers and youtubers that are respected selected to review suspected throwers, griefers, and cheaters. they have a highly flexible and powerful spectator program they use to investigate suspected players, then the agent decides if they are guilty or not. its not even people working at blizzard.
