There is only 2 ways to balance mercy

  1. Introduce a new support hero that also has a res ability but what I was thinking, like anas nano boost this hero shoots a dart into a friendly character when that person dies they have the option to self res. Now this ability would be an ult and can only be used on one character. Mercy ult should be reverted to res but not mass res just a single res and her valk becomes an ability on a long cd without the healing or damage boost effects.

  2. Delete res

I like option 2 better personally
