Sadly, as long as folks can make alt accounts and smurf, there is no way to enforce fair-based matchmaking.
I know Qrow pretty well. I’m reasonably familiar with his alts. He does have a lot of them. One thing I can assure you of is that he doesn’t use them to agree with himself or like his own posts.
Mistakis and Hulk are both known to do that though. So, some people do do it. Qrow isn’t one of them.
