Roadhogs my second highest played character this season. His hook is fine. His inconsistency with the end result as said above is the problem. If youre hooking someone who is behind cover then its obviously not going to pull them through a wall. A good hook can still completely stop an enemy push. You just have to let your team finish the target more now.
