Even if you were to balance for GM it’d have to be for high GM, as in 4500+, which is effectively the same meta as OWL has anyway, assuming the hero bans don’t contradict it.
There’s a massive difference between a 4100 game on the ladder and a 4500 game, even though both games would be considered ‘GM games’.
