The Demon Hunter Sombra skin is no longer unlockable on the PTR, It's now a legacy skin

When an item is listed in the Legacy filter on Overwatch’s Hero Gallery, that means that item is not intended to return ever again.

To see items that are now “Legacy” follow these steps:

  1. Open Overwatch and go to the Hero Gallery
  2. Click the Filter button
  3. Check the “:stopwatch: Legacy” option in the center column and both the “Owned” and “Unowned” options in the right column, and apply the filter.

Any remaining items shown in the hero gallery are items that considered Legacy items and are known to never be made available again in the game. These include the Widowmaker Noire Skin (for preordering Overwatch), Widowmaker Kerrigan skin (logging onto Overwatch during the 20th Anniversary celebration for StarCraft), Pink Mercy skin and sprays, (Pink Mercy charity event in May 2018), D.Va Nano Cola skin and sprays (D.Va Nano Cola challenge in August 2018).

So now we have conflicting information about whether the Demon Hunter skin is ever returning or not.
