Update: I believe I have found a fix. If you are by chance having the same issue as I did then try turning off “Fast Start-Up” by going to Control Panel > System & Security > Power Options > Choose what the power buttons do > then untick “Turn on fast start-up”. Your PC may take a little longer to start up but if you have a SSD then chances are you aren’t going to notice much of a difference.
After turning off fast start-up the stuttering seems to have gone away completely for me. Yay!
Hey so ever since installing the new 24H2 Windows 11 update, when I first turn on my PC in the morning I always experience these stutters during fights, however when I restart my PC by clicking the “restart” button, not by turning it off and back on again, this fixes the stuttering and the game runs buttery smooth again. I’m out of ideas on how I could fix this so here I am looking for advice.
This never happened to me before the new Windows update.
I’ve tried the following:
Scanning & Repairing my game
Uninstalling and reinstalling the latest NVIDIA drivers with the help of DDU (driver version 565.90)
Clearing my shader cache files, including going into AppData > LocalLow > NVIDIA > DriverPerVersion > DXCache and then deleting all files within that folder. I also used Disk Clean-Up and Storage Settings to clean things up too.
Reinstalling Windows 24H2 through the Windows Recovery settings.
Finally I used the following commands within Command Prompt:
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
chkdsk C: /f
I kept an eye on Task Manager as well and did not see any issues with utilization. My CPU doesn’t go above 50% usage when I play, my RAM isn’t being eaten up and my GPU usage is also just fine.
Finally I have pretty much no software running in the background that could interfere with the game. The only thing I have running is the NVIDIA Control Panel. I like to keep my PC as clean as it can be.
My PC Specs:
RAM: 16GB DDR4 RAM @3200mhz
CPU: i5 10400f
Graphics Card: RTX 2080 Ti
Storage: 1TB WD Blue SSD
I have tried everything as well. Issue started wit the installation of W11 24H2. I even clean installed windows and still no fix. I have chased down every fix I could find on the internet.
I even ran Intel PresentMon and it shows the GPU is working well and the problem is not the GPU / Driver that I can tell. I really want to play the expansion but the stuttering pretty much anytime I move is ridiculous. I have tried every setting in the game to no avail and im not sure if you guys notice it but the texture graphic for the game look really blurry / soft even with a lot of sharpening in the D4 options. The only sharpening that works is when I enable it in the AMD driver panel. I know you guys are in the overwatch channel but D4 is having the same problem and I could not find an article in recent history on D4. 24H2 is still not fully released and only some have it installed so far.
FYI people: “Fast Startup” uses the hibernate tech, which attempts to save system state in a file on system hibernate/shutdown and restore from the file on next system startup.
Unfortunately, this easily goes sideways, especially when it comes to restoring the state of devices. I’ve had no end of issues with hibernate over the years. Buggy AF.
When I do a fresh Windows install, one of the very first things I do is disable hibernate. From an elevated command prompt, run:
POWERCFG /HIBERNATE OFF
This also disables “fast startup”, which - as stated above - uses this tech.
I have the same problem I updated my PC last week since then I got a lot of stutters, not even with “Turn off the fast boot” solution worked for me. I hate the update now.

I’ve been having this issue for months now and had no idea where it came from, I tried updating and reinstalling graphics drivers, messing with task manager priorities, changing my in-game settings and the resolution of my computer, and so on. I’ve been frustrated every time it keeps happening after I try a fix.
I’ve disabled both fast start-up and the hibernate feature now and it completely fixed the issue. Thank you again
I had the same issue but fast-restart was already disabled. Maybe it was because it was my first boot after getting the update, but restarting the PC fixed it.
