Im having huge problems with climbing out of Bronze 4 no matter how much I win and healing being above. I sat down and started writing down my last couple what should have been rank ups and the last 5 have been kept at the same rank despite 4 losses to 5 wins and similar every time. Also not a performance issue on my behalf as I have been documenting and out supporting both my team and enemy. Any way this can be fixed?

Assuming your win-loss ratio is positive, you might be experiencing the bug in which during a rerank, your initial rank is demoted five subdivisions before the adjustment takes place. If you can, could you record your bugged rank adjustment, making sure that at some point in the video it shows your pre-adjustment rank, either from the queue menu or the career profile, and link that video to the thread? Being that Bronze has the largest SR range (0-1499), It can take a lot longer to get out of. Also if you are going 5-4 for all your rank updates, then it is reasonable to expect 3-4 updates to go up a single subdivision once you get silver+. Depending on where your exact place is in Bronze 4, getting 5 updates with that win ratio doesn’t seem out of place of how things are supposed to be imo.
Example: Silver 5 through Silver 1 is 1500 - 1999 SR. to go from Silver 5 to Silver 4 you would need to gain 100 SR. If your W-L ratio is 5-4 and you gain/lose 25 SR after each win/loss, then you are only going up 25 SR for each rank update. In this example it would take you 4 updates to get to the next subdivision.
Now I know things have changed some from the days of OW1, but this is how it worked then.

5 wins doesn’t guarantee a rank up. E.g. I had 4 losses and 5 wins and I ranked down from Plat 2 to Plat 3. 5 wins guarantees that your visible rank will be changed, not that it will rank up.
