Now lets get to the heart of the issue:
What is a playable state?
Do we have a universally enforceable definition?
How can devs and publisher achieve this without spending disproportionate amounts of money and not giving out any protected code?

You can easily argue that the “playable state” has to be what the games was advertised with, but that is a nightmare.
Every major patch, even expansion, means you need snapshot.
A minimal viable version is also likely not in the interest of the consumer, if you get like an alpha style build.

In short: SKG doesn’t know what they want and how to achieve it and is entirely dependent on a non EU citizen

This is the crux of the issue and the question that no-one seems to have an answer to.
