16.66% speed difference is not going to cause you to be unable to perform any task you currently perform, other than Parkour jumps that are risk free. Being able to travel via Parkour over populated areas with a single beacon is different from reaching a single, isolated area.
This is the only thing that the speed decrease prevents, thus it must stay. There is no longer a reason for it.
