Nah, I do think they plan to release the PVP for OW2 this year, in some form. I think the whole reasoning behind the Remix events is due to the fact that they originally planned for it to be released between this Lunar Year and Archives, but cause of all the internal crap that went on, and that clod of a boss, it was heavily delayed to the point that all the back up content they had is now dry.
The end of the first Remix lines up with the first beta; it’s just a guess, but it’s likely the second Remix will line up with the second beta, and the third Remix either a third beta with a release shortly after (Fall-Winter 22) or the PVP release directly following the Remix.
