The only reason I am inclined to disagree with this is because I believe OW1 will be F2P as a gateway for people to maybe get OW2. OW1 players will be able to play PvP but if they want the OW2 exclusive content they will have to pay. I think if OW1 is F2P it will be a long time before it is underpopulated.
