No, smurf is not being used an an “alt” there, you don’t get to discern that because it says smurf there. Basic english. It doesn’t say alt, it says SMURF.
Throwing is listed under behavior, being abusive in chat is also listed in behavior. Cheating is a different issue, and blizzard says smurfing is not a problem. You’re wrong, Blizzard is right.

Nah I just want to play comp with my friends, most of which are not nearly to the same rank as me, but the game does not allow me to do that on my main.
If Blizzard would add a team-queue or tournament system - something which many other major competitive games already have - then it wouldn’t be nearly as much of an issue. I honestly hate playing with low ranked players that I don’t personally know. And stomping on low ranked players really just isn’t that fun, and especially isn’t fun enough to deal with playing with low ranked players.
It isn’t fun, it’s just annoying - especially when I have to sit there and listen to some dude go on in comms about his horrible misunderstanding of what we need to “fix”, which I can only assume he got from a roulette wheel with how random they tend to be.
The health of the ladder in this game is abysmal in every rank right now, regardless. Countless people have been boosted across the board due to meta and the rapid decline of players, and most people clearly just don’t care about ranked anymore. Leavers are at an all time high, and tank skill level is entirely inconsistent anymore, with way too many instalocks on Hog or Ball only to not really play them that well.
It’s really not that deep.
Luckily for me I don’t see smurfs outside of when I occasionally drop to diamond and those “smurfs” aren’t even good.
Ruining other peoples games isn’t deep, it is just not a sign of being a good person.
Misinterpreting the TOS and ignoring Blizzard’s stance on smurfs is the sign of a person that wants to be right.

Bad matches and meta constantly in OW1 + the only way content creators can get views in unranked to GMs. Most low ranked players have egos anyways
What is different? You have different sports, and the same behavior.
Bad matches are being caused in part by people throwing, and in part because of uneven amounts of people queuing for roles. Both of which are made worse by smurfing.

The difference is, smurfs are doing an awful thing.
Wrecking peoples games for their own enjoyment, saying they are bad (in respect to what they are doing in their game) is pretty reasonable.
The low ranked players are not the ones instigating this, they are the victims of this behavior, they are the newbies which the smurfs are wrecking the games of.
A person goes to a game being played by kids and wrecks it for their own fun, is not being good here. They THEN blame the kids for them doing that? That is even worse.

THAT’S how the video game works. When you smurf… am I going too fast?.. when you smurf, you are purposely manipulating that matchmaker, remember, that’s how the GAME WORKS, you are manipulating the matchmaker to not put you in a game with people your own level, because you are a sad cheater that needs to feel superior to other people easy to make up for some gaping hole in your life. But, since you are making the game work NOT like it’s supposed to work… you ARE cheating. That is NOT how the game works, no.

They have admitted in recent years that they want to do something about smurfing, they just claim to not know what to do or “have things in the works”. They downplay it, but have somewhat admitted the issue exists.

I’m making the difference here between people making new accounts, and throwing down and wrecking newbies games. I think we can safely call those people pretty awful in how they are playing the game.
