Yes. All the proof you need is watching his gameplay. He’s not GM. Or rather, Blizzard’s lack of competitive integrity means that “GM,” if someone like Samito qualifies, means precisely jack.
What people really mean when they say he’s OP is that they find him unfair. Even if he doesn’t perform that well overall, his design makes it feel like dying to him was not a fair interaction. For some heroes he’s not an issue, but for a large portion of the DPS and Support roster, if you don’t have some kind of stun, then he can basically get a free kill on you if you’re not next to a teammate that does.
I genuinely cant tell if you’re just saying hes average to troll or if you truly believe so.

He’s not OP.
He’s just HORRIFICALLY designed and one of the most unfun heroes in the game.
I want him reworked. Him being viable and the game being enjoyable do not go hand-in-hand for most people.

Stomp in low ranks, struggle in high ranks - also applies to Bastion, Torbjorn, Symmetra and Reaper.
I actually didn’t say he should be buffed and said he should be reworked.
The point of this post is to stop people talking saying something that factually isn’t true.
He has an average win rate in lower ranks and dies more than any other character.
He is not OP even there.

Also if he flies with uppercut onto you, kills you and is able to wait till punch is ready again to disengage, you were heavily out of position. If he flies with slam onto you from some highground then youre the living proof on why rollouts only work on a lower elo 
Also, unlike widow, doom has massive drawbacks bound to his oneshot.
The uppercut nerf still feels absolutely horrid to play and didnt do anything but cripple doom on higher elos.

Yikes, sorry but killing a doomfist is 10 times easier than a tracer if they have the same skill level. I’m saying this as a gm doom and peak mid master support player. And pretty much every highrated support player will tell you the exact same. Doom is a noob stomper, dont be bad.

They should add his slamming sound instead of just the initiate sound (both gauntlet & Doomfist himself).
Support mains are likely biased against Doomfist as he generally counters Supports.

He is not OP, but his design is flawed from the very core.
Like a DPS version of Hammond he is impossible to kill if he doesn’t get focused which can make him single handedly take apart the entire enemy team in low and mid elos.
On the other hand he turns into hot garbage as soon as he gets cc’d and people actually shoot (and hit) him.
This results into a lot of frustration on at least one of the two sides and also makes him super hard to balance.
Until he gets a proper rework it is more healthy for the game if he is a bad pick
