Yes, this is not punished in any way. Boosters smurf, boost accounts and sell them right inside the Overwatch itself. There are often public groups with names like “Selling bronze account, 60$” etc.
They don’t afraid neither selling accounts in the game itself, nor confirming in the match that they are smurfing to boost and sell the account.
