I mean, I think people are just getting better at the game, that even bronze people are getting better mechanically. The game is 3 years old, and most people there might have been around for a while and still cant climb. Doubt there are that many smurfs.
Sometimes, someone from gold might just have a very bad losing streak and reach low silver.
