Yes. And they literally have a board posted right now explaining that the text is wrong, they are voicelines and not skins. You will not get skins, only voicelines.
They even have the broken rewards listed.

Tiers where there is a voice line that is earned will not show any reward and will list “SKIN – UNSPECIFIED” as the reward. You do not earn a skin when completing any of these Battle Pass tiers, but you will be granted the voice line that normally appears in that tier once we resolve this issue.
