This is a complete load of BS. Matchmaking in OW1 was actually tight. If you were a diamond DPS you would see some masters and some plats but mostly diamonds, rarely a gold/GM and absolutely never silver let alone bronze.
Once they added role queue all of that went out of the window immediately and nothing has changed since.
