He did formally apologized on Twitter. I do not expect he will be fined. however I do expect that the Overwatch League production staff will have a firm lecture with their observers and make sure that their match chat views are disabled.
It was 100% the observers fault for having it seen… though the players should be acting a bit more mature during an official match as well.
