Okay, here is the problem. You’re conflating things like Sombra being able to do damage with the changes.

All the changes do is force Sombra to either A: Be slightly slower overall or B: Get less ult charge overall.

It’s almost as if they did this before the changes. Good thinking. A scout would be great
 for 10 seconds. Actually, you can do this if you wait 10 seconds as any hero as soon as the game starts. Press tab and you’re already a better scout than scout Sombra.
