You don’t need to read an essay for this, it’s simple.
If Blizzard decides not to implement 1-3-2, they should try rotating the role ratios every week or so. It’s like hero pools for team compositions — 2-2-2, 1-3-2, 3-1-2, et al. This would really shake up the meta and if you really want to go nuts, try balancing the heroes for each ratio.
It would certainly shake things up, but not necessarily in a good way. Balancing for 2-2-2 is significantly different from balancing for 1-3-2, so game balance would become pretty erratic this way.
I think that’s a nifty thought. We’re already getting hero pools so if they don’t work out, maybe this would be a good solution?
Why do it simple, when you could do it fancy? 
I don’t know if it would be a good solution and even though I would be fine with only 1-3-2, I think the rotation would leave everyone happier. They can even take a week vacation if they don’t like that week’s meta.
