I believe he’s a unicorn. I predict they’ll reveal this by having Junkrat equip his Joker skin, backflip onto Roadhog, yell “Show me your true form,” and rip his mask off while Last Surprise plays.
Roadhog is an omnic in disguise. He does not want to be killed by the humans so he is hiding his identity.
