Mercy was Balanced, she just had an “unfun” ultimate, same as Zarya.
Infact almost the entire roster has unfun ultimates.
I don’t know who like the idea of the OP. It’s terrible, why would an ult give 4 second cleansing bubbles to the team. Zarya doesn’t need that. I support hero with cleansing healing abilities is needed.
Actually Ivan wasn’t able to add this one to the cafe menu because of the character limit (mods said they’re working on increasing it).
