The inherent issue is that she needs to commit to one. Zen can fire some damage, throw out a discord and harmony orb and pop his transcendence if anything goes wrong. People are not picking Zen just because he does high damage. Otherwise, you would pick a DPS. They are picking him because he offers damage, utility, and healing.
You can use Lucio’s speed defensively too, and naturally, he also has healing and high damage and CC, and a defensive ultimate.

And neither is any other character. Mercy is not an exception. Beyond that, because of the nerf, she has to ignore damage boost and pistol to get comparable healing to prior, healing that barely constitutes as a main healer, in my opinion. If that is her only focus, she should have better numbers.
No. Ana is not a master of healing. She has anti-heals, has to use her primary means of burst healing to recover herself, hard-CC, and Nano with relatively high damage, especially considering the nature of it (high range hit-scan or high speed projectile). She just happens to be able to heal. She is definitely picked for her utility, however, because I believe Moira outheals her.
Look, in whatever crazy world you live in, where people are arbitrarily picking most characters for one reason, but picking Mercy for “offensive capabilities.” That is cool, it is just not reality. But enjoy it regardless.
people are exactly picking zen almost entirely because of his offensive capabilities, the only other thing hes picked for is transcendence because its broken without ana to counter it or enough damage to overwhelm it. and no, you would not just pick a dps, no dps can give 30% damage boost onto any enemy at any time as long as theyre in los.
Lucios speed is primarily used as an engagement as well as disengagement, still more geared towards offensive.

yes ana is, her primary focus is healing, she is not focused on her utility outside of healing, the biggest reason shes used rn is because of her nanoboost buff which was she now heals those she ults. She is heavily focused on healing.

Off supports are 100% more centered on their offensive capabilities, main supports are 100% more centered on healing capabilities, mercy pre rework was a jack of all trades master of none as she never was centered on healing or offensiveness more than the other, and after the rework she was a jack of all trades master of healing. after the last nerf, shes back to being a jack of all trades master of none as she is back to not being centered on healing or offensiveness more than the other.
Ok , I was going to avoid explaining why turning her into an off-healer is bad but I guess I have to do it.
Mercy is a Main Healer for a reason. She’s meant to be picked like an entry-hero (I hate it that they chose exactly her to fulfill the role). People that are new to the game or FPS in general will always pick her as a way to learn the game or just enjoy playing her. New players have to learn the role of the main healers as they are probably one of the most important heroes in the game. Now , Would you like new players to learn how to play Off-healer instead of Main healer?
Also , Mercy worked fine as a main-healer before. She just needs a new rework- with or without Rez (at this point I don’t even care about the ability anymore), and a New Ultimate that’s more than just a Spectator mode (they need to give her more things to do if she’s gonna keep Valkyrie). I want Mercy to be high skill - high reward( You probably haven’t heard this words coming from a Mercy player) and I hope that someday it might be true.
