It’s not fine at all though. It’s an ult that requires you to be right in their face and aim, point blank. It’s balanced by its sheer risk factor and difficulty to stick. Reaper, hit Q and anyone in your face, no aim required, is insta dead. Tanks included.
The sheer difficulty in even sticking it was balanced off with a drop-off damage that was fair enough. It’s easily avoided when it hits the floor, and sometimes it would still kill one or two of those heroes you mentioned. Now, it’s just a scratch. PB’s miss more than stick, and are usually small number to singular kills, hence its rapid charge rate. It was already fair. Now it’s the most restrictive of ults in a way that is completely unfair. If Reaper became meta one day as a tank killer, they’d nerf him too rather than buff the specific tanks they want to save, and that’s the wrong approach.
