Removing one shots was good. Why reverse that direction?

Because of the OW2 power cycle.

1. supports get buffed, but tanks get slowly worn down
2. tanks get buffed, but dps start to feel irrelevant
3. dps get buffed, but support becomes like target dummies

By winter, we return to step 1.
