Having this as basekit, like tracer, genji & anran would be amazing. To counteract this you could debuff the shield speed & charge speed. I believe charge speed should stay the same and holding shield speed should stay the same (so relatively it should be debuffed to the same speed) or lower for holding the shield. Then debuffing the shield as 1.5k / 2k shield hp depending on your mode (5v5 or 6v6) is kind of insane. Else if not 5.5 → 6 movement speed giving some kind of perk e.g. firestrike hits give MOVEMENT speed (not attack speed).
Adding shieldbash to basekit could also have the same-ish effect.
Rein definitely does not need a buff.

Higher movement-speed is a buff he should never get, no matter the other changes.

Any hero is nerfable to where the other changes make him better/worse. Most reinhardt players really in lower ranks just abuse their shields anyways. This would make reinhardt a lot worse of a hero to play in lower ranks and add more skill to him.
Furthermore you act like this will ruin overwatch which it obviously will not, it will just give players a new look on how reinhardt could be balanced. Then I also stated that the firestrike attack speed perk (absolutely abysmal; One of the worst perks if not the worst) could get rebalanced into giving movement speed. Meaning that you would need to hit your firestrikes or know line-ups etc to use it. Furthermore getting hit by a firestrike is just a skill issue by itself.
Then obviously you could also nerf his damage etc if that becomes the problem.
In low ELO reinhardts barely use cover, as he is one of the easiest heroes. This is genuinely just a buff for higher ranks mainly and lower ranks barely profit of it.
Rein needs hard unrelenting nerfs.
When his stats start to look like the rest of the tank roster, we can then look at rebalancing him.

These rebalances are debuffs for lower ranks and buffs for higher ranks, reinhardt is stronger in lower ranks than he is in higher ranks. This would make it so that yes indeed reinhardt would get the nerfs you wanted.
No. Last thing this game needs is more mobility creep.
